Berlusconi Gives Up Sex - Until Election Day

ROME (Reuters) - Italian Prime Minister Silvio Berlusconi is famous for his ambitious promises, but he is unlikely to be called to task if he breaks his latest pledge: not to have sex before the April 9 general election.

At a party rally in Sardinia on Saturday, the media tycoon received the blessing of television preacher Massimiliano Pusceddu, who thanked him for opposing gay marriage and defending family values.

"Thank you dear Father Massimiliano, I'll try not to let you down and I promise you two and a half months of complete sexual abstinence until April 9," Berlusconi replied, in comments reported on Sunday by the daily Il Giornale.

The twice-married Berlusconi, 69, prides himself on his physical fitness, and after a facelift and a hair transplant he looks younger now than he did when he swept to power in 2001.

He has often been criticised by commentators and feminist groups for his use of sexual innuendo and sexist jokes.

In June he sparked a diplomatic incident with Finland when he said he had used "playboy tactics" to persuade its woman president to give up a bid to site the European Union's food agency in Helsinki rather than the Italian city of Parma.

In a news conference in 2002, he famously complimented Danish Prime Minister Anders Fogh Rasmussen for his good looks.

"He's so handsome I'm even thinking of introducing him to my wife," Berlusconi chuckled, in a reference to political gossip at the time that his wife, a former actress, was having an affair with a well-known centre-left politician.

Penis-Pinching Teacher Fined W5 Million

KOREA -- The Supreme Court has declared zero tolerance for the pinching of a child’s penis in jest during class time by his elementary school teacher.

The court on Thursday upheld the conviction of a teacher identified as Lee for calling a fourth-grader to the front of the class in March 2004 and pinching his groin to a call of, "Now, let's see if you have a pepper (Korean slang for penis)!" The teacher reportedly repeated the act four more times until May.

The court heard the boy confided to his friends that he hated what the teacher was doing but could not bring himself to tell his parents what was going on. The situation grew so severe that the boy required counseling.

The court fined Lee a total of W5 million (US$5,000), reasoning that even if his actions stemmed from an intention to educate, the method was inappropriate.

A History Of Celebrity Sex Videos


NEW YORK (AP) -- In a Hollywood museum specializing in erotica, there lies a grainy tape of a woman having sex with a man on a couch. The museum says it's widely believed, though denied by her estate, that the woman is Marilyn Monroe, circa 1948.

Fast-forward some 60 years, past Rob Lowe and Pamela Anderson and Paris Hilton. The latest celebrity sex tape contains 14 minutes of seriously hard-core action between actor Colin Farrell and a former Playboy Playmate, punctuated by dialogue like: "Where's the zoom on this?"

But like his predecessors in the genre, Farrell's career is not likely to be harmed at all. In fact, it could even get bigger. It seems what we expect from our celebrities is radically different from what we expect from, say, our politicians. Or ourselves.

"The public is very forgiving," says Kate White, editor-in-chief of Cosmpolitan. "And very intrigued. It's not like, 'Oh no Colin, not you!' "

"It makes him more interesting," she says. "It gets his name out there. Now, if you or I had our own sex tape released ... we'd be in deep doo-doo."

It wasn't always thus. In the old days, Hollywood studios worked hard to suppress behavior they didn't like. Celebrities under contract had to sign morals clauses, says Jonathan Kuntz, a film professor at UCLA who specializes in Hollywood history. Kuntz is not familiar with the sex film thought by Hollywood's Erotic Museum to be that of Monroe. But he says he wouldn't be surprised. "Back then, she was a starlet just trying to make her way," he says.

But the celebrity sex tape really emerged decades later, along with cheap and accessible home video equipment. In the late 1980s, at the Democratic National Convention in Atlanta, Rob Lowe became infamous for a videotaped encounter with two women, one a minor, in his hotel room. But the Brat Pack actor climbed back; he later got the plum role of presidential aide Sam Seaborn in "The West Wing."

A decade later, "Baywatch" star Pamela Anderson and her rocker husband Tommy Lee were subjects of a sex tape that was stolen from their home and distributed on the Internet. It became an instant classic. Anderson, who was later involved in yet another sex video with another man, went on to launch her own TV series, "V.I.P.," which ran for four years. She now stars in the Fox sitcom "Stacked."

For Hilton, sex means success

All this is but a prelude, of course, to the story of Paris Hilton. In late 2003, Hilton was a mere hotel heiress and socialite favored by the paparazzi for her blonde looks, skimpy outfits and nightclub escapades. Her sex tape, made with then-boyfriend Rick Salomon in eerie night-vision green, surfaced just before the start of her reality TV series, "The Simple Life."

It helped propel her to superstardom: A fragrance. A nightclub chain. A CD. Memoirs. Countless mentions in late-night monologues. In Yahoo's compilation of the top web searches of 2005, "Paris Hilton" was the seventh most-searched term, in all categories, globally. And her photograph was the second-most searched image.

"If you're a U.S. senator and your sex tape is leaked, it could end your career," says Robert Thompson, professor of popular culture at Syracuse University. "If you're Paris Hilton, it makes your career." Why? Partly because the tape fits exactly what Hilton was trying to sell in the first place: something sexy and provocative. (It might be different if, say, Tom Hanks were to be discovered in such a tape.)

Also, celebrities are increasingly breaking the boundaries of sexual explicitness anyway. In movies and on cable, full-frontal nudity is no longer that rare. And consider 2003's "The Brown Bunny," which ended with a prolonged oral sex scene between writer-director Vincent Gallo and co-star Chloe Sevigny. What's so different about a sex tape?

"It becomes just another media in which these celebrities work," Thompson says.

And so, it would appear that Colin Farrell has little to worry about, despite the shockingly racy nature of his video romp with ex-girlfriend Nicole Narain, who is now trying to sell it (a trial date was set last week in his lawsuit against her). The Irish actor, star of Oliver Stone's "Alexander" and the upcoming "Miami Vice," is currently in theaters with "The New World," Terrence Malick's film about Native Americans and English settlers in the 17th century. The film has received mixed reviews.

"It's possible that more people will see him in the sex tape than in the movie with Pocahantas," says White. "And maybe that's a good thing."

Well, with one caveat. He'd better look good in the video. Because one thing that definitely will hurt a celebrity's career is looking bad, showing paunch or bags around the eyes or greasy hair.

"Now that," Thompson says, "would be a scandal."

Court Lifts Ban On Kansas Underage Sex Law

DENVER -- A federal appeals court lifted a ban on a Kansas law that required health care providers to report consensual underage sex to authorities.

The 10th U.S. Circuit Court of Appeals on Friday reversed the finding of a lower court, ruling that Kansas has a legitimate interest in information about the voluntary sexual conduct of children that overrides the minors' right to privacy.

Under Kansas law, sexual contact with or among children under 16 is a crime.

The three-judge panel, in a 2-1 decision, ruled that although minors have a right to informational privacy it doesn't exist for illegal sexual conduct. They ruled the state has a greater interest in enforcing its criminal laws, protecting the best interest of minors and promoting public health.

The ruling lifts a preliminary injunction and the case goes back to federal court for trial.

In July 2003, Kansas Attorney General Phill Kline issued an opinion on the state's 1982 law requiring doctors, nurses, psychiatrists, social workers and others who work with minors to report suspected instances of underage sex, even if it involves willing partners of similar ages. Kline said even consensual sex is inherently harmful to children.

Penetrative Sex Good For Stress Relief

Paris, France - People who are nervous about public speaking should first have penetrative sex to ease the stress, says an unusual study. Stuart Brody, a psychologist at Britain's University of Paisley, compared the impact of different sexual activities on blood pressure when a person later underwent a stressful experience.

He asked 24 women and 22 men to keep a diary of their sexual activities for two weeks. The volunteers then underwent a stressful ordeal that involved making a speech in public and doing mental arithmetic out loud. The study, to be published in Saturday's New Scientist, revealed volunteers who had had penetrative sex during the previous week had the least stress, and their blood pressure returned to normal fastest after their test. Penetrative sex was farm more effective in this regard than masturbation or oral sex.

Public Transport Masturbation In Brisbane

A Man hauled before the courts for masturbating on public transport was given a rare form of judicial detention yesterday. Brisbane District Court judge Nick Samios opted against suspended jail time or probation for Colin George Parker, 38.

Instead he ordered Parker to sit at the back of the courtroom with his mother until the court was adjourned for lunch. Parker walked free from the building when court adjourned at 1pm. The punishment -referred to as being sentenced to "the rising of the court" - is used frequently by judges in cases where the offence may be serious but personal circumstances convince them that a formal sentence ins not warranted.

In Parker's case, the court was told his behaviour could be linked to brain and head injuries from a car accident when he was 16. The injuries had several side effects, including impaired judgment. Yesterday charges stemmed from August 24, 2003, when a commuter complained she had seen Parker masturbating as he sat at a bus top at Cannon Hill in Brisbane east. As separate allegation was made later the same day that he had masturbated while sitting in the back of a bus at Greenslopes. He pleaded guilty to two counts of committing and indecent act in public.

Gary Glitter Avoids Charges Of Child Rape

Hanoi, Vietnam -- Former British rocker Gary Glitter was formally charged a week ago with committing obscene acts with two girls aged 10 and 11, at a restort town on the coast of southern Vietnam. Glitter, 61, a famously flamboyant glam rocker in the 1970s, was accused of kissing and fondling the girls and engaging in other physical acts at his rented home in Vung Tau, prosecutor Nguyen Van Xung said. The charges carried prison terms of three to seven years.

Glitter, whose real name is Paul Francis Gadd, originally faced possible child rape charges which carried the death penalty, but prosecutors did not find enought evidence to pursue those charges. He has been detained at a jail near Vung Tau since November 19, 2005 after he was sized in Ho Chi Minh City trying to board a flight out of the country.

Glitter's Viatnamese lawyer Le Thanh Kinh has said he would request that authorities release Glitter on a US$40.000 bail, but it is unlikely to grant such request because of fears he will flee the country.

Sex.com Sold For Estimated $14 Mil.

The twists and turns keep on coming in the internet soap opera that is the sex.com domain name saga. The latest instalment comes with the announcement that the domain name itself has been sold for an estimated $14m.

Gary Kremen, entrepreneur and court-backed rightful owner of the sex.com domain name, announced yesterday that he had sold the domain to US firm Escom for an undisclosed sum.

Kremen, who is also chief executive of Grant Media and founder of Match.com, said only that the deal is "believed to be among the most significant domain sale transactions in history".

The new sex.com will develop its presence in the adult entertainment market, branching out to include adult dating, sex and relationship advice, erotica, multimedia, adult products, video-on-demand, live video chat, and communities of like-minded interests, Kremen said.

Bizarrely, however, the sale means that the long running court drama over the theft and subsequent return of the sex.com domain name will now continue without the domain in question being owned by the prosecuting party.

Only recently, the man found guilty of fraudulently obtaining the domain name was finally arrested after almost eight years on the run.

Stephen Cohen was taken into custody by Mexican authorities in October and promptly turned over to US marshals, a move that should spell the end of an eight-year court battle between Cohen and Kremen.

A federal court found Cohen guilty of obtaining the sex.com domain through fraudulent action in 2000, and ordered him to pay damages totalling $65m to Kremen.

Cohen appealed, but his case was thrown out of court on the grounds that he was a fugitive from justice, and has been throughout the entire court case.

Death Sentence For Killers Of British Tourist


Two fishermen were condemned to death 5 days ago, for the rape and murder of a British backpacker in Thailand, a crime that jolted the post-tsunami tourism industry, enraged the Prime Minister and triggered the swiftest of trials.

The verdict was handed down just 17 days, after the murder. Bualoi Posit, 23, and Wichai Somkhaoyai, 24, are to be executed for the attack on 21-year-old student Katherine Horton on Koh Sumaui, a popular resort island. The two men pleaded guilty in a Surat Thani court last week to raping Ms.Horton, of Cardiff, as she walked on a beach on the evening of New Year's Day. The killed her and dumped her body in the Gulf of Thailand.

The court found that Ms.Horton was attacked by the men as she spoke to her mother, Elizabeth, on her mobile phone. Her mother heard a scream before the line went dead. Her battered body was found in Lamai Bay the following day by a jet skier.

Mrs. Horton had said she did not want to see her daughter's killers given the death penalty. She told the News of the World in London that the men should instead spend the rest of their lives behind bars. The defendants have one month to appeal.

The fishermen have made no public statements of remorse. Under interrogation before the trial, they allegedly told police the had been drinking and watching pornographic movies on their boat before swimming to shore, where they spotted Ms. Horton alone on a beach talking on her mobile phone.

Bualoi allegedly told police he grabbed hurting arms, while Wichai allegedly admitted to hitting her several times with a stick before they raped her and than threw her body into the sea. Prosecution witnesses included a fisherman, Sama-ae Nukhong, who worked on the boat with the defendants. He said Wichai and Bualoi told him that they had raped and killed a Western woman.

Ms Horton was buried on Tuesday in her native Cardiff,Wales.

Would-Be Hollywood Actor Denies Sex Charges

AN aspiring Hollywood actor has pleaded not guilty in a South Australian court to a string of sex charges, including rape.

Benjamin William Ainsworth, a personal trainer and would-be actor, was arrested in Hollywood in December 2004 for allegedly committing a series of sex offences in Adelaide.

The 29-year-old Adelaide man was later extradited to South Australia where he faces two rape charges, nine unlawful sexual intercourse charges and counts of aggravated serious criminal trespass, and assault with intent to rape.

Mr Ainsworth pleaded not guilty to all charges in the SA District Court today.

The offences were alleged to have happened between July 2000 and Christmas Day 2003 in Adelaide.

The nine unlawful sexual intercourse counts allegedly involved a 14-year-old girl and happened in a two week period from December 11, 2003.

Judge Christopher Lee remanded Mr Ainsworth for trial, with a directions hearing set for March 7.

Why She Had Sex With A 13-Year-Old Boy?

NEW ZEALAND - Briar Dravitski last week became the first woman sentenced for sex with an underage boy under new laws which treat male and female offenders equally. Today she tells Irene Chapple the teen came on to her, and that she wasn't the first woman he had had sex with.

Solo mother Briar Dravitski - who last week escaped jail for having sex with a 13-year-old boy - says the teen came on to her when she was drunk and "I wasn't his first".

Dravitski, 23, the first woman sentenced under new laws which mean men and women are treated equally as sex offenders, was ordered to do 240 hours' community service when she appeared in a New Plymouth court on charges of committing two indecent acts with an underage boy. In an exclusive interview with the Sunday Star-Times, Dravitski revealed she was terrified she would be jailed for the two nights of drunken sex last September. She believed she avoided prison because of her mental illnesses, not because she is female, and said gender should be irrelevant in sex crimes.

She said the boy - who cannot be named for legal reasons - was her first sexual partner since a recent break-up with her partner, although police say that is contrary to information they have.

Dravitski, who said she spent six years of her childhood in social welfare care and has clinical depression, borderline personality and obsessive compulsive disorders, met the boy at the house of a close friend.

She felt sorry for him "because he told he'd been bashed up by his stepdad. They were sleeping in a car".

She invited him to stay at her house and that night, with two other teenage boys, they drank beer and cask wine and ate sausages, chips and biscuits. They listened to Dravitski's favourite singer, Mariah Carey, and looked at pictures of her son, now aged two.

At about 11pm the stereo and TV were still blaring but Dravitski, drunk and tired, went to bed. The boy also crashed in her bed.

Dravitski's defence was she believed the boy was 17, but constable Bruce McIntosh, of New Plymouth police, said there was "absolutely no way" he looked that old.

"He was a kid who only turned 13 three days prior. He's a small, skinny kid, just like an average sized 13-year-old child." He said police had statements from witnesses who said Dravitski had said she had "wished he was older".

Dravitski said the night they had sex "I was pretty pissed but he just started making advances on me. I didn't think there was anything wrong with it because he was of age... I had just split up (from my husband) and was hoping to get back with him. I was pretty much at the bottom."

But the next night she and the boy had sex again. At about 10pm they were interrupted by the boy's mother, who had been searching for him since he left his family home two nights earlier.

Dravitski said the mother yelled at her, asking if she knew how old he was and saying he was a runaway. Dravitski replied she thought he was 17 and had been kicked out of home.

Dravitski - dressed in a top and boob tube - and the mother started pushing each other while the boy, still half naked, fled the room. Dravitski eventually pinned the mother down in the wardrobe but by then "I was crying. She gave me a hug and said, 'it's all right'."

The police, called in earlier to find the boy, arrested Dravitski around 11pm. She has not seen the boy since.

"The next day I went into the (psychiatric) ward, and I just basically lost it."

She says her depression has previously driven her to thoughts of suicide.

The hospital staff put Dravitski, into psychiatric care for five weeks. In the past six months she has been hospitalised three times, once in a unit for high-risk patients. Her son, staying with his grandmother, visited every day.

The night before she was sentenced Dravitski packed her bag for jail, kissed her son goodbye and waited to be told how long she'd be imprisoned. Judge Robert Murfitt described the incident as "an exploitative act" but said community work would be more appropriate than jail.

Dravitski said she felt nothing but relief. She is sorry the incident ended up in court but doubts the boy will suffer long-term consequences. "I wasn't his first."

Dravitski also faces a charge of assault on a woman and one of wilful damage after an incident when she went to collect belongings from her ex-husband's house.

Sex Offender Pupils The Greater Problem, Say Teachers

Headteachers face a greater challenge dealing with pupils listed on the sex offenders' register than they do carrying out checks on teachers, the leader of a teaching union said today. John Dunford, the general secretary of the Association of School and College Leaders, said there were more young sex offenders in schools than offending adults and that they posed a "completely different" problem for heads.

"It's a difficult issue for headteachers to deal with, particularly if the sex offender and the victim are in the same school or in the same class," Mr Dunford told EducationGuardian.co.uk.

"They clearly have a responsibility to help young sex offenders to develop as normal members of society. But equally they have a responsibility to other pupils to ensure their safety - particularly that of victims, so they don't have to come face to face [with their abuser]."

Mr Dunford said his comments followed conversations with many headteachers who had had dealt with young sex offenders.

The Department for Education and Skills said it had no figures on the number of children listed on the register, but a spokesman said: "Any form of abuse or violence by pupils will not be tolerated, and we fully back schools in permanently excluding and prosecuting those who use abuse or violence against anyone in a school - pupils or staff."

Yesterday the education secretary, Ruth Kelly, admitted that 56 sex offenders had been cleared to work in schools by Labour ministers or government officials since 1997. The Times Educational Supplement reported today that its online forums had been inundated with reports from teachers about sex offenders in their classrooms.

One secondary school teacher wrote that one of her pupils was placed on the register aged nine after raping his cousin. "As he had been sexually abused himself and exposed to pornography at a very young age, it was possible to feel some pity for him - until he carried out three sexual assaults on Year 7 girls that year," she wrote.

Parents have also expressed their concerns on the EducationGuardian.co.uk talkboards.
One parent said her 13-year-old daughter had been sexually harassed and assaulted by boys in her class.

"This is bullying with a potential that frightens the hell out of me," she wrote.

Last year, a group of 14-year-old boys were arrested for raping an 11-year-old at their north London school and a 16-year-old pupil was jailed for life for raping a teacher.

Kinky Sex Man Convicted Of Murdering His Wife




A man who killed his wife at their Devon home after having kinky sex with her has been found guilty of murder.

Mark Munro of Heathfield, Newton Abbot, had denied murdering his 35-year-old wife Helen in April last year.
Mr Munro, 40, strangled her after she had told him she was having an affair and then fled the country, Exeter Crown Court was told. Munro was jailed for life and told he must serve at least 18 years before being eligible for parole.

Judge Graham Cottle said: "You remain a serious risk to any female partner with whom you form a relationship."

The judge said it was when the marriage badly deteriorated that Munro, a man unable to control his temper, showed his "true colours" and resorted to violence.

"You are an exceptionally jealous man. I am satisfied if you could not have her nobody else would," said the judge.

He said it was clear from the evidence Munro intended to kill his wife - he had threatened to do so, he withdrew £12,500 in cash, researched countries with no extradition to the UK and downloaded the timetable for Eurostar on which he escaped to France. Munro had told the court how he had sex with his handcuffed wife prior to the killing.

He said she left the bedroom and returned later saying they had to stop sleeping together, because she was sleeping with another man. Munro said the man was mechanic David Jardine, who in evidence to the court denied an affair.

"The last thing I remember is a noise in my ear," said Munro
"The next thing I remember is feeling like I had just woken up.
"She was just lying there next to me on the bed."

Prosecutor Geoffrey Mercer QC said Munro and his wife had agreed to separate. He said Mrs Munro had written to her manager asking for a transfer to London saying there had been "violence" in her marriage.

"This was a matter of hours before Helen Munro was killed, it is a striking piece of evidence," said Mr Mercer.

'Prolonged strangulation'

Home Office pathologist Dr Gyan Fernando told the jury Mrs Munro was the victim of "prolonged strangulation" and that she struggled with her killer before dying of asphyxia. In a statement Mrs Munro's family thanked Devon and Cornwall police and paid tribute to the force's hard work on the case.

The statement described Mrs Munro as "a bright and bubbly person".

"She had a large circle of friends and was very popular," it read.

The family also urged anyone experiencing domestic violence to get help.

"We would appeal to anyone who finds themselves in this position to ask for help as soon as it happens, and learn by what happened to Helen.

"She had told us that she was a victim of domestic violence but, as a strong and independent person, thought she would be able to deal with this on her own.

"Unfortunately she could not."

Nose Knows When Women Are Fertile

A woman's armpits reveal more about her than her brand of deodorant, research reveals. Female armpit odour provides a fertility signal to men, scientists have discovered.

At the most fertile time of their menstrual cycle, the smell is at its least intense and most attractive. This changes to a more intense and repellent odour when a woman is menstruating. The findings publish in the journal Ethnology, emerge from a study of 12 women not using hormonal contraceptives.

The women provided odour samples by wearing armpit pads for 24 hours, while being banned from using deodorants. Sweaty pads were collected during different phases of the menstrual cycle. The samples were sniffed by 42 men who assessed their attractiveness and intensity.

Drj. Jan Havlicek, from Charles University in Prague (Czech Republic) who led the study, said:
"The results suggest that body odour can be used by men as a cue to the fertile period in current or prospective sexual partners."

Goldie Hawn Still Feeling Sexy At 60

Dutch Police Ask Sex Clients For Help

Dutch police have launched an appeal for clients who visit prostitutes to report any concerns that the women are being coerced into selling themselves.

The Netherlands has thousands of self-employed prostitutes and some of the most liberal sex laws in the world.

But each year about 3,500 women are trafficked to the Netherlands to work in brothels or illegal escort agencies.

The huge public-awareness campaign to fight forced prostitution was launched with a series of television appeals.

The Dutch legalised prostitution in 2000, but many sex workers still operate illegally - many against their will.

They are beyond the reach of prostitutes' help centres, like the one in The Hague, that can offer support.

Petra Houwing, an adviser at the centre, said: "There are always some groups excluded from the legal brothels and if they work on the streets, for some women it's too difficult to go to a brothel, because of all sorts of problems.

"And then they will continue on the job and that will be dangerous."

Smuggling

Last year, the Dutch police received more than 600 tip-offs about women who may have been forced into prostitution. Most of these women come from Eastern Europe and Asia.

Now the police have set up an anonymous phone line and put up large posters around the red light districts, where prostitutes sit behind windows.

They show the silhouette of a prostitute with a man holding a gun to her head. Reports of girls being smuggled into the Netherlands have caused a public outcry in recent weeks.

The mayor of Amsterdam also voiced concern. But the tourist authorities admit the city's famous red-light district is as much an attraction as the art galleries and cannabis coffee shops.

India - Safe Haven For Child Sex Tourists

India is slowly turning into a centre for child-sex tourists, says a path-breaking study on trafficking, while calling for a global battle against child sex.

"In India, the abuse of both male and female children by tourists has acquired serious dimensions," said the 748-page study called "Trafficking in Women and Children in India", which was sponsored by the National Human Rights Commission.

"Unlike Sri Lanka and Thailand, this problem has not been seriously tackled or discussed openly (in India) and has remained more or less shrouded in secrecy, making the likelihood of child abusers being caught and punished very low," it said.

"The silence of the community and its unwillingness to speak out and openly discuss the issue has further compounded the problem."

The study said Goa had become a sex destination for many tourists, and added that sex tourism had become a problem in Kerala too.

Detailing a case study that led to the conviction of a foreigner in Goa, it said that beach boys, shack owners and former victims of paedophiles were facilitating the procurement of boys and girls for sex.

Along with the growth of tourism in Kerala, there was increasing victimisation of children, it said.

The study quoted other investigators as saying that hoteliers in areas like Alleppy and Ernakulam promoted sex tourism "because such services bring in extra income.

"Victims are often projected by agents as college girls in search of fun and excitement or wanting to earn an extra buck."

"In places like Alleppy, foreign tourists stay in houseboats, making houseboat sex tourism a new and thriving concept. This is a safe method, as there are hardly raids on houseboats."

Enforcement agencies, the study said, "have turned a blind eye to this problem and cases have seldom been registered".

The study quoted investigators as saying that many children mentioned that they had sex with a varied range of tourists for Rs 50 to Rs 200.

"It is hard to measure the incidence of child sex tourism as it is difficult to conduct quantitative research on such a clandestine and illegal industry," the study said.

"Qualitative research and anecdotal evidence suggests that child sex tourism is growing and spreading into different regions of the world.

"There is also evidence that over the last few years, increasing numbers of sex offenders, particularly from Western countries, are shifting to less developed countries due to increasing vigilance and action against paedophilia in their own countries.

"There are fewer laws against child abuse in India and the beaches of Goa and Kovalam in Kerala are increasingly becoming the main destinations for those seeking child prostitutes."

The study, which was researched by the New Delhi-based Institute of Social Sciences and funded by USAID, calls for greater international battle against child sex tourism.

The report called for global cooperation to fight the menace of child sex tourism. This is an internationally organised crime and a global perspective and coordinated plan of action are necessary to deal with it.

"The destination countries need to enact and enforce stringent laws and punish the exploiters and their collaborators."

"Child pornography, which is closely associated with child sex tourism, is a technically advanced crime. It is necessary to set up trained and equipped police units to combat Internet based child pornography."

Ruined Lives Of Islanders In Child Sex Fiasco

The allegations could not have been more lurid or devastating. Eight people, including a 75-year-old grandmother, were accused of raping and sexually abusing children in black magic rituals, of wife-swapping orgies in which they dressed in robes and masks, and of sacrificing cats and chickens and drinking their blood. The case, on the God-fearing Isle of Lewis in the Outer Hebrides, made local, national and international news. But on Thursday the Scottish Crown Office and Northern Constabulary quietly confirmed that the case was now closed.

For the accused, however, the nightmare is far from over. Last week The Observer spoke to three of those charged. They are desperately seeking a public inquiry into what they claim was a seriously flawed case, which has not only destroyed their lives but also ruined any chance of convicting those who were genuinely guilty of neglecting and abusing the children involved.

'The worst thing in the world is to be sexually abused as a child. The second worst is to be falsely accused of sexually abusing a child,' said Peter Nelson, 59, who moved from England to Lewis for a better, simpler life. 'There is no accusation in our society worse than paedophilia, no word that clings more damningly. I would rather die than be called a paedophile. My life has been completely ruined. I've been an honest, proud man all my days. All I cared about was my garden. Now everyone thinks I am a paedophile. My life is over. I have become a hermit.'

The case began in January 2003, when two sisters told social workers they had been sexually abused. Initially, the allegations related only to two individuals and involved inappropriate touching.

In August that year, police spent 11 days interviewing the girls' mother, Mrs A, who became their key witness. After her involvement, the number of suspects spiralled and the nature of the allegations broadened dramatically.

The woman, who has learning difficulties and epilepsy, was sexually abused herself as a child and has a history of making false allegations. She told police there were 13 abusers who wore robes and masks. She drew pictures of them and said animals were involved and that she and the girls were forced to watch videos of sexual acts and deaths during ceremonies. Two months later, on 3 October, 2003, police arrested 11 people in dawn raids on homes in Lewis, Leicestershire, West Yorkshire and Dorset, in what police code-named Operation Haven.

Eight were remanded in custody before appearing at Stornoway sheriff court charged with offences including rape, lewd, indecent and libidinous practices involving three girls under 16, between 1995 and 2001. All denied the charges and a trial was expected.

Mr Nelson wept as he recalled that morning. He and his daughter, Mary-Anne, 37, were asleep at home in Lochs on the west of the island when they were awoken by their dogs barking and the police banging on the door.A search warrant was produced.

'When they raided this house I don't think the detectives realised I am disabled,' said Mr Nelson. 'I have spinal injuries and my daughter is my carer. But one of them asked me whether it was an unnatural relationship I had with my daughter. They asked whether we shared the same bed. The next thing he said I was being accused of the rape of three children and my daughter was being accused as well.' Mr Nelson and his daughter had met Mrs A several times and had contacted social services because of concerns about the welfare of her children.

John and Susan Sellwood had also been asleep in their home on the north of the island that morning. They were also arrested and driven in two cars to Stornoway police station.

'I was absolutely terrified,' said Mrs Sellwood. 'I didn't know what was happening to us. I was bundled into the back of an unmarked police car and taken to the station. I was told I had married a child abuser and rapist and I was accused of wearing black gowns and masks and being into devil-worshipping, Satanism and the sacrifice of animals. I was also accused of being involved in sex orgies and of holding down the girls while the men raped them. I thought I was going to be physically sick. I was hysterical.'

In the months following the arrests, the lives of those charged were derailed. One morning, in March last year, Mr Nelson decided to take his own life. He had woken up to discover that his huge garden, which had been his pride and joy and which he had opened to the public to raise money for Save the Children, had been vandalised and the word 'paedophile' spray-painted across the white walls of his cottage. He took an overdose of sleeping and blood-pressure pills. His daughter found him unconscious but he recovered later in hospital.

The Sellwoods were also subjected to relentless vigilante attacks. Another man, who The Observer has decided not to name, as he is the uncle of the three girls at the centre of the case, their mother's brother, was also charged.

From his home in Rochdale, he said he had told social services in Stornoway in 2002 that his sister was a fantasist who had a long history of inventing abuse claims in the Midlands before she moved to Lewis in the Nineties. 'The children suffered from very serious neglect regarding their basic welfare and the mother and father had inadequate parenting skills. But the sad fact is that the problems of this dysfunctional family spread out to embrace a number of perfectly innocent people.'

Nine months after the charges were made, they were suddenly dropped and the case collapsed. There was no explanation from the police or from the Crown Office, other than a statement which said: 'We can say that all the available evidence was carefully examined before this decision was taken.'

Despite this, and perhaps not surprisingly, many people felt that there could be no smoke without fire. Two months ago, a report by Scotland's social work inspection agency concluded that the three girls had indeed been subjected to a decade of horrendous sexual, physical and emotional abuse. The 162-page report said that one girl was so hungry she ate cat food. Another had no shoes to wear, and another slept in a cupboard. Physical neglect had included beds soaked in urine and animals roaming freely through the house.

When the report was published there were calls for the case to be reopened, but last week the Crown Office and Northern Constabulary said it was now firmly closed. The falsely accused are now writing to politicians urging a public inquiry to get to the truth. 'The truth is that we were innocent all along and the investigators have displayed unbelievable gullibility and credulousness,' said the brother of Mrs A.

Others who were falsely accused share that view. 'I think it is absolutely awful what has happened to those children. I think anyone who abuses children should be locked up and the key thrown away,' said Mr Nelson. 'I know police and social workers have a difficult job. They have to investigate any claims of abuse, but we are now hearing all these rumours that police knew Mrs A had made false allegations before and that she was given immunity from prosecution in exchange for her agreement to act as principal witness. We are innocent victims of one woman's troubled mind. We want our names cleared and we want an apology.'

Murdo Fraser, chief inspector of the Western Isles Northern Constabulary, refused to comment on their claims. He said simply that the police investigation was of a high standard. 'The force had a sufficiency of evidence to charge a number of people and we did.'

The Observer was unable to trace Mrs A for comment. It is understood that she is still living in Lewis but has changed her name. Meanwhile, her three children are being looked after by foster carers and are said to be thriving. Because of the handling of the case, however, whether due to incompetence or malice, those who may have actually been guilty of abusing the children look set to remain free.

Carry A Condom Or Else...

A Columbian town has angered the influential Catholic Church with a novel scheme to cut Aids infections, threatening males over age 14 with fines if they fail to carry a condom. Young men in the community, most of whom start having sex at about age 15 according to a poll, should carry condoms just as they have to carry identification cards, said Tulua town councilman William Pena. Those who fail to show a condom would have to pay a small fine or take a three-hour course in AIDS prevention in Tulua.

"Sexy Little Things" - Already Taken

A swimsuit model with Sports Illustrated was blocked from launching her own line of panties emblazoned as "sexy little things" when a judge ruled that lingerie company Victoria's Secret could sue her for trademark infringement.

US District Judge Harold Baer said that Victoria's Secret appeared to acquire priority in the trademark use of "Sexy Little Things" because it had used the label on lingerie sold online and through its retail stores and catalogues since July 28, 2004.

The judge refused a request by fashion model and actress Audrey Quock to declare that Victoria's Secret had no right to stop her from launching a line of women's underwear called "Sexy Little Things".

Politics And Sex Crimes Legislature + Arnie

Gov. Arnold Schwarzenegger is threatening to put a sexual-predator initiative on the November ballot, where it will serve as bait for tough-on-crime voters. If Democrats in the Legislature hope to head it off, they must pass a credible alternative to it soon.

The initiative, similar to proposed legislation sponsored by Sen. George Runner and Assemblywoman Sharon Runner, Republicans from Lancaster, actually has good elements that Democrats have blocked in the past. It would extend parole for the worst sex crimes, now three to five years, to 10 years. It would increase penalties for molesting children; using ``date rape'' drugs; peddling and, in some cases, possessing child porn; and stalking juveniles over the Internet. It would indefinitely commit a sexual predator completing his prison term to a state hospital until he can prove he's no longer a threat. It would make it easier to classify an offender as a violent predator.

But two main provisions are overkill. One would slap an electronic monitoring device on every sexual offender for life. The other would bar a registered sex offender from living within 2,000 feet of a school or park.

After the murder of a girl by a sex felon, Florida quickly became the first state to mandate lifetime satellite monitoring for violent sex convicts. Schwarzenegger seized on ``Jessica's Law'' and immediately demanded it be applied to all of California's registered sex offenders.

There's definitely a role for a GPS device, which continuously records the wearer's location. It can provide evidence to clear a suspect as well as to indict him. It should be imposed on sex offenders on parole and on the 25,000 sex felons who have failed to register their address yearly under Megan's Law. It should be extended to lifetime for repeat or violent criminals. But it's excessive and expensive (a cost of tens of millions of dollars) to impose GPS on those sex offenders whose age, particular crimes or rehabilitation make them a low risk to re-offend. The state should set GPS priorities.

Current law prohibits some sex offenders from living within a quarter-mile of a school. The bill would increase the distance to nearly a half-mile (2,000 feet) of any school or public park and impose it on all sex offenders. While the difference may not seem like much, it could have the effect of blocking off most urban areas, forcing large numbers of sexual offenders into the Central Valley or the suburbs. The case for such a change needs to be justified and the impact thoroughly studied.

This week, a Senate committee killed the Runners' bill. In February, unless there's a compromise, they'll submit signatures qualifying their initiative for the ballot.

AB 50, sponsored by Assembly member Mark Leno, D-San Francisco, with some elements of the Runners' bill, is moving through the Legislature. A Senate version is off to a slow start. But there's still time for the governor to strike a deal by separating the flaws from Jessica's Law.

Can A Woman Orgasm During Rape?

This question was on my "topic list" for quite awhile, but it sounded so contradictory that I avoided further investigation. From different sources I have found that a small percentage of women do have orgasm during the rape.

The answer is, yes, a woman can have an orgasm even when participating in sex she is not consenting to. The reason is that the type of arousal that leads to sexual pleasure, and the type of arousal your body experiences during fearful and stressful times, are very close to being the same thing.

We have a customer who has orgasms as she is getting ready for presentations that are very stressful for her. That intense arousal your friend felt as a result of resisting this young man could have meant that she was already close to an orgasm.

Orgasms are just reflexes, the result of a combination of physical stimulation and arousal. When this guy provided the physical stimulation, her fear provided the arousal, and she had orgasms. It does not mean she really enjoyed it, or was asking for it.

Yes, sometimes you can tell when a woman has an orgasm. If you have a finger inside a woman's vagina when she has an orgasm, you might feel the muscle contractions in the walls of her vagina. These contractions aren't always noticeable, but they can be. There are other signs of orgasm that may be noticeable, such as flushing of the face and chest, a gasp at the time of orgasm, or suddenly erect nipples. These signs don't always happen for everyone, but they may.

Women don't usually lie about being forced to have non-consensual sex. If that's what she is saying, then the best thing is to believe her. Your friend can help her by being supportive of her, and encouraging her to tell her story if she needs to do so. She may not be interested in pressing charges against this boy, but she should be supported and believed."

"Many women who have been raped report that, they, too, experienced an orgasm against their will. So is that, then, "proof" that they enjoyed it? Absolutely not! And even though it seems that their body betrayed their emotions, many women still feel guilt and shame over this occurrence, just as you have. Your body experienced a physiological reaction in response to the physical stimulation it received, yet this in no way means that you were unconsciously desiring or enjoying this vicious assault.

On the contrary, rather than responding to emotional enjoyment and satisfaction, your body simply reacted to the intense physical stimulation. Japanese Women Want Western Husbands

The Japanese government wants women like Taeko Mizuguchi to get married and start doing something about the nation's plunging birthrate. But she's not interested.

At least, not if her prospective husband is Japanese. A growing number of Japanese women are giving up on their male counterparts, and taking a gamble that looking abroad for love will bring them the qualities in a partner that seem rare at home. Mr. Right, as the hope goes, is often an American or European, a man appreciative of a wife's career and more of a partner in daily tasks.
"They treat you like equals, and they don't hesitate to express mutual feelings of respect - I think Western men are more adept [at such things] than Japanese men," says the 36-year-old Ms. Mizuguchi, who works at a top trading firm. "They don't act like women are maids - I think they view women as individuals."

Underscoring that Japanese women are losing hope with the local boys, dating agencies to help snag a Western husband have sprung up in Tokyo, some with branches in the US and Europe. Such companies rigorously vet their clients, screening for education, family background, occupation, and life goals.

The kind of women who sign up for such services include doctors, lawyers, and other professionals - women who have delayed marriage to concentrate on careers and who aren't keen to give up hard won gains to become a housewife, as many Japanese men expect.

Japanese women have come to consider traditional marriage roles as "disadvantageous in terms of time resources - they have to carry the burden of domestic chores as well as lose their free time," says Chizuko Ueno, a professor of sociology at Tokyo University.

Normally, married Japanese women have not only to look after their own parents during old age, but also to care for their parents-in-law. When it comes to raising kids, "they can't expect much cooperation from their partner" because of the long work hours required at many Japanese corporations and because of established gender roles that assume that the woman does the child-rearing, Ms. Ueno adds.

A generation of women who are now entering their 30s don't want to give up single life unless prospective partners are willing to break from traditional gender roles.

Government polls conducted to find out why women have put off marriage until well after 25 years of age - known as a woman's " 'best before' date" - show that economic independence is key to the change. As most Japanese women have their own income, marriage is no longer a financial necessity and women want to find companionship in a husband.

That is where Japanese men have come up short. There is "a wide gap in men's and women's attitudes and expectations toward marriage" vis-à-vis traditional gender roles, says Sumiko Iwao, professor of social psychology at Musashi Institute of Technology in Yokohama. For instance, coming home later than your Japanese husband is a no-no.

Having ruled out an old-fashioned Japanese husband, many women here think the solution is a Western man. Indeed, some seem so enthralled with the idea that they are willing to spend thousands of dollars to inspect the wares personally. Of the more than 2,000 women on the books at one large matchmaking agency, about 200 travel to the US or Europe each month to meet prospects.

Sentimental projections have recently been extended to Korean men also, due to romantic Korean soap operas.

In 2003, Japanese women marrying American or British men outnumbered Japanese men marrying American or British women by 8 to 1. The total proportion of Japanese marrying foreigners each year has crept up from around 3.5 percent in 1995 to just over 5 percent. Japanese men are actually more than three times as likely as the women to take a foreign spouse, but this is mostly rural men marrying less well-off Chinese and Filipino women. "Such cases are elderly farmers not popular among young Japanese women," says Yuriko Hashimoto, a local government employee in the remote northern prefecture of Iwate.

To be fair, not all the blame for female angst here can be laid on Japanese men. The government has been slow to enforce equal opportunity laws, and both pay and the glass ceiling in most Japanese corporations remain low for women. Recession has hampered longer maternity leave and other family-friendly policies.

As Japan's fertility rate drops to new lows - at last count it was 1.29, well below levels required for population replacement - the ruling Liberal Democratic Party is anxiously drawing up plans to make it easier for young couples to raise children, through such measures as the provision of cheap public housing.
